CALBO State Building Code Committee
The main objective of the Building
Code Committee is to review the proposed
state building code amendments from the
various state agencies. The Committee
may work with the State Agencies on
amendments and support or object the
proposed amendments in the state code
advisory committee meetings when
necessary. The Committee Chair will
coordinate with the Chair of the
Building Standards Coordinating Council
for Building Code items that are on the
CBSC hearing agenda. Depending on the
number of proposed state amendments, the
Committee usually communicates by
e-mails and meets once or twice a year.
CALBO Training Institute (CTI)
CALBO Training Institute (CTI) is the
training arm of CALBO. The objective of
CTI is to provide quality training to
the membership with focus on California-
specific codes and building departments.
CTI’s secondary objective is to provide
revenue for CALBO in order to fund
activities for the membership.
Participation on the Commission involves
approximately four one- or two-day
meetings per year in various locations
throughout the state. In addition, CTI
Commissioners often teach classes,
develop new classes, and coordinate
classes taught by others. CTI members
(Commissioners) also moderate classes at
Education Weeks. Much CTI work is done
individually or in task-oriented groups
between meetings
Legislative Committee
This Committee is responsible for
reviewing and providing a CALBO position
on proposed legislation that may impact
building officials. The Committee relies
heavily upon the services of CALBO’s
paid staff to monitor such legislation.
On occasion, Committee members may be
called upon to rally the support of
other building officials in their area
to support or oppose specific
legislation. The Committee’s business is
conducted via teleconferences that are
held several times per year. Frequently,
these teleconferences are scheduled with
short notice due to the rapidly changing
environment that characterizes the
legislative process in Sacramento. On
rare occasions, a member may be asked to
attend and testify at a legislative
hearing to represent the interests of
CALBO. The cost for participation in
Committee activities is covered by
CALBO.
Access Committee
This Committee is responsible for
reviewing and responding to proposed
changes to state disabled access
regulations. These proposed changes may
come from DSA, HCD or members of the
disabled community. On some occasions,
CALBO will be the sponsor of proposed
changes to the regulations. Committee
members historically have also played a
major role in preparing and updating
CALBO’s residential and nonresidential
disabled access guidebooks and serving
as disabled access instructors for CTI.
For the last several years, the
Committee’s business has been conducted
primarily via teleconferences, though
generally one all-day meeting is held
per year in Sacramento. The cost for
participation in Committee activities is
covered by CALBO.
Emergency Preparedness Committee
The Emergency Preparedness Committee
works with related state agencies and
organizations to enhance local
government and statewide emergency
preparedness and response and recovery
efforts following a disaster. The
Committee provides policy
recommendations on related matters for
the CALBO membership and its Board of
Directors. The Committee meets via
teleconference approximately five times
per year and in person at the Annual
Business Meeting.
Communication and Technology Committee
This Committee researches
advertisement fees to support
operational cost of the Internet and
monthly newsletter; develops on the
webpage the ability to perform
interactive surveys, answer questions
developing code consensus, continues
improving the webpage for ease of access
and readability; develops better
communications between chapters through
the use of the Internet; continually
seeks to improve on the newsletter;
develops a vehicle to inform city
managers and city councils of the
important role the Building Official
plays within the city structure; and
continues to improve communication
outreach from the Board to CALBO
members.
California State License Board Committee
This Committee works with the
contractor’s board, the architect’s
board, and the engineer’s board to
discuss issues of mutual interest, and
to promote partnerships that further our
service to the public. This is a unique
committee that brings together all
disciplines of a project including
design, construction, inspection and
occupancy. It is a forum for discussion
of pertinent topics and is a conduit for
dissemination of information that
overlaps the disciplines. This committee
strives to foster increased
communication, sharing of ideas,
advocacy, and training topics for the
benefit of all. The committee meets
regularly and prepares a program for
presentation to the membership at the
CALBO annual meeting.
Fire Advisory Committee
This Committee is jointly sponsored
by CALBO and the California Fire Chiefs
Association. In addition, a
representative of the State Fire
Marshal’s Office routinely participates
in meetings. The purpose of the
Committee is to explore opportunities to
enhance the ongoing working relationship
between Building Officials and Fire
Officials at the local jurisdiction
level as well as on a statewide basis.
The membership of the Committee is
balanced equally between both
organizations. The Committee typically
meets quarterly in Sacramento for a
one-day meeting. CALBO covers the cost
of participation for CALBO’s
representatives.
Seismic Safety Committee
The objective of the CALBO Seismic
Safety Committee is to assist California
Building Officials in the application of
seismic design and inspection provisions
by developing and disseminating
guidelines and recommendations for
applying and interpreting current codes
and for making modifications to current
codes when necessary. The Committee
meets at the Annual Business Meeting and
via conference call, typically four to
six times per year.
Public Relations Committee
Over the past few years, CALBO has actively been working with Public Relations Consultants,
Neighboring State Associations and our own Communications & Technology Committee on raising the
awareness of the public at large on the work of the code enforcement official. This work has included the
expansion of California Building Safety Week, CALBO's Build It Right - Good Wall/Bad Wall Program, and
overall greater recognition with the media and stakeholder organizations. We have learned a lot over the
past few years, which has brought CALBO to the point of recognizing the need for a policy committee to
oversee the actions of such efforts. CALBO is considering the development of a Public Relations Committee
but is looking for membership input. If you have a passion for what you do every day and want to spread the
message of the local building department to the public, please let us know if you would be interested in
serving on such a committee.
